Healthcare provision in Cwm Taf Morgannwg Special Schools
Following concerns raised with us by members of the public, our regional Cwm Taf Morgannwg team carried out a research study between April and July 2024. We spoke with 84 people in focus groups, a survey and in-depth interviews.
Following concerns raised with us from members of the public regarding the Nursing in Special Schools Framework (2018), we carried out research between April and July 2024, covering all 7 areas supported by the special schools.
Our research was a qualitative study, supported by social research consultancy ACCESS. The study used an anonymous survey, in-depth interviews, and focus groups to hear the voices of parents, carers, and school leaders. The study looked at the impact of the framework and its effects on healthcare and support in the special schools.
Summary of findings
School nurses are highly valued by parents, school staff and children.
Children with high levels of complex need rely on nursing provision to access education and attend school
Special Schools in CTM have seen a reduction in onsite nursing since the School Nursing Framework came into effect.
Current provision does not meet the needs of pupils with high levels of complex needs and some pupils are spending less time in school
Teaching staff, who are not medically trained, are now managing children’s daily nursing needs, including medication. This shift takes valuable time away from teaching.

Our regional team are developing representations based on the findings and we will keep you updated.
